The rusted bureaucratic working system has never let the country realize its full potential. Its inefficiency & incapabilities over the years have prevented India’s socio-economic growth & has established a corrupt and sluggish system. The most overdue reform in the Indian governance system was to make it efficient & accountable bringing transparency to its working. Turning Babus into Karmayogi

The National Programme for Civil Services Capacity Building (NPCSCB) – Mission Karmayogi is a mission mode governance reform to provide an institutionalized capacity-building program to civil servants of the country. Promoting professionalism in governance, it is government’s effort towards making a sluggish rules-based working pattern into roles-based.

Further, the inspiration for terming civil servants Karmayogi comes from the Bhagavad Gita, which says “Yogah Karmasu Kaushalam” which means efficiency in action produces the maximum result. It is an effort to break the colonial mentality of civil servants & mold them into the true spirit of servants of the people.

Professionalism in services

Inefficiency & incapacity are the two common problems in every civil servant. One of the reasons for the problem is attributed to its generalist working style. Ministries & policy making institutions are headed by these ‘generalist’ officers. The decision to choose non-expert individuals for a specialized role ultimately become the impediment in the growth of the institutions.

Standing on the floor of Parliament, PM Modi had also criticized this policy. He questioned the policy and said “only Babu will do everything? Becoming an IAS means now you will run a fertilizer factory & also run a chemical factory? What great force have we made? What are we going to do by giving the country in the hands of the babus?”

Breaking the monopoly of babus

With the change of the century, Indian bureaucracy also needed a change. But over-governed & over-regulated policies gave the bureaucracy an absolute power that absolutely corrupted them. Further, the system made for the good of the people became a stumbling block to the growth of the people. And, it became very necessary to break the monopoly of babus in the government system to bring the country on a development path.

Working on the same line, the government brought a new policy of lateral entry induction for the post of secretary. It gives an opportunity to specialist private individuals in their sectors to lead a particular ministry. A specialist individual not only brings his personal experience to the table, but also ushers in with more efficient work ethics.

To release the country from the prison of stinking bureaucratic system, it is compulsory to bring an overhaul change in the bureaucracy.
