The foundation of India’s political structure, according to Mahatma Gandhi, is panchayat raj. It would have been a decentralized system of administration, with each town in charge of its own affairs. Gram Swaraj was the word for such a vision (“village self-governance”). The Panchayati Raj Department of the UP government is one of the most popular and developing departments in the state. Recent Developments
Recently under this department the government of Uttar Pradesh Inaugurated Panchayat offices in all gram panchayats of the state by Hon’ble Chief Minister. Under this inauguration of 24478 Panchayat buildings and monitoring dashboard for Panchayat assistants was inaugurated on 15th December 21 at Defense Maidan Vrindavan Yojna Lucknow in Lucknow.
In a continuous endeavor to strengthen the rural economy & reducing number of land ownership issues at grassroots level, Hon’ble Prime Minister Shri Narendra Modi Ji distributed property documents to over 20 lakh beneficiaries of Uttar Pradesh in Varanasi under SVAMITVA Scheme on 23 december 2021.
The honorarium of Gram Panchayat representatives has been increased. In a recent announcement by the Chief Minister Yogi Adityanath, Gram Pradhan salary has been increased from ₹3,500/month to ₹5,000/month. Pramukh Shetra Panchayat salary increased from ₹9,800/month to ₹11,300/month. The President of the District Panchayat will be given honorarium from ₹14,000/month to ₹15,500/month.

Panchayati Raj UP System
The Panchayati Raj System (U.P.) consists of Gram Panchayat, Kshetra Panchayat, and Zilla Panchayat. The Panchayati Raj system is a powerful means of effective participation of common rural people in democracy. The way to establish a well-planned Panchayati Raj system has been paved by the 73rd Constitutional Amendment. As soon as the 73rd Constitutional Amendment Act came into force, the Panchayat Raj Acts of the state i.e. Uttar Pradesh by the State Government. Panchayat Raj Act-1947 and U.P.
The Constitutional system was given shape by making necessary amendments in the Kshetra Panchayat and District Panchayat Act, 1961. In the year 1995, a Decentralization and Administrative Reforms Commission was constituted by the State Government, after studying the recommendations made by the High Level Committee (HPC) constituted under the chairmanship of the then Agricultural Production Commissioner, in the year 1997, 32 departments were constituted.
The work was identified and recommended to be transferred to Panchayati Raj Institutions. The State Government is committed to fulfill the rights and responsibilities of the Panchayati Raj Institutions as per the constitutional spirit.
